You probably missed the "Getting Apache Ant" section in the Getting Started guide. http://docs.jboss.com/jbpm/bpel/v1.1/userguide/getstarted.html

Anyways, download and install ant. Update your env to have ant in the path.
Then, go to (install_dir)/jbpm-bpel-1.1.1/examples/hello and then fire "ant deploy.process" command. 

If you have done the other steps in the Getting Started guide, this should work fine.
