Are you saying that you want to use workflow within porltets you are developing? In that case, you need to read the jBPM docs at http://www.jboss.org/jbossjbpm/jbpm_documentation/, most notably the jPDL document. You need to provide your own workflow for your own porltets. 

Or are you asking about packaging? In other words looking for the answer to the question: since JBoss Portal already includes the jBPM JARs can you make use of them without packaging those jARs with your portlets?
