I upgraded to Quartz 1.6.4 and that didn't help.
I checked JBOSS_HOME/server/appserver/deploy/jms/hajndi-ds.xml and the following are set as expected:

jnp.partitionName=${jboss.partition.name:DefaultPartition}
jnp.discoveryGroup=${jboss.partition.udpGroup:230.0.0.4}
