Did you add the JBoss Portlets | JBoss Core Portlet facet to your dynamic web project? 

Also, I had to go to Windows | Preferences | JBoss Tools | JBoss Portlets, and uncheck the “Check Runtimes for Portlet Components” option before the JBoss Portlet facet was selectable.
