It's hardcoded in Ejb3Deployment.registerContainer.

Please file an issue in https://jira.jboss.org/jira/browse/EJBTHREE

Note that this is a low priority. The issue will probably dissipate when the new deployers come online.
The bean should really have an optional dependency on org.jboss.ejb3.timerservice.spi.TimerServiceFactory (which is implemented by the bean installed in ejb3-timerservice-jboss-beans.xml).
