These issue has been already reported : https://jira.jboss.org/jira/browse/JBIDE-4023

Seam Model has necessary functionality to get resource bundles. But using this functionality directly demands adding of dependencies to seam plugins. Alexey has promised to add extension points for it. As soon as it is done we will fix it for visual part.
