The database with NLS_LANG=AMERICAN_AMERICA.US7ASCII can be used only in English locale. You can access the database using 
-Duser.language=en_US or -Duser.language=en
If you want to use Spanish locale, you have to reinstall the database and use some Spanish locale.
Oracle doesn't have any tool to convert a character set of one type to the other.
