The Tomcat does not know how to deploy the RAR.
With Jboss you will need to follow this 
1) Get the appropriate RAR for the SAP, I don't see you are doing this.
2) Configure the -ds.xml file which will define the connection-factory in case you have outbound RAR deployed which seems to be your need.
