http://download.jboss.org/jbosstools/updates/stable/ works for me. I see http://download.jboss.org/jbosstools/updates/stable/artifacts.jar, http://download.jboss.org/jbosstools/updates/stable/content.jar. and http://download.jboss.org/jbosstools/updates/stable/site.xml. Try again?

Drools IDE (integration in Eclips) is included in JBT; Drools runtime is available separately. http://jboss.org/drools/downloads.html

Regarding the obsolete wiki page, http://www.jboss.org/community/wiki/installingjbosstools, did  you see the FIRST LINE of the document which reads:

Fnally, if you're looking for JBoss Tools for Galileo (Eclipse 3.5) you will want to get JBT 3.1M2, not 3.0.1. It's available here:
