Ah, but did you set JAVA_HOME in the "user variables" or in the "system variables" in the Environment Variables dialog? For a service, only the "system variables" are available (unless you set up a user for running JBoss AS as a service and you logged in as that user and set that user's variables.)

By the way, 512MB is too small - your performance will be horrible. The OS itself takes up that much space.
