Right. I didn't read you were using jbpm 4.0. Why are you using a version that is more than 6 months old? If I recall correctly, 4.0 had indeed no tomcat support.
 
My advise is to use latest version (4.3), which has the tomcat install scripts available: see http://docs.jboss.com/jbpm/v4/userguide/html_single/#gettingstartedquickly
