this what I tried(no matter in the resources folder or some other in web content): 
 
* open package explorer view
* choose new - xhtml and create new xhtml page - result - page created and opened, web project view opened
* immediatelly close the page without any actions
* open it back from web project view.
* if problem will not occur - close and open again.
 
from the second time it appears always for me.
