It should pick up last update from development update site, which is 3.1.0.CR1. Check that you have http://download.jboss.org/jbosstools/updates/development update site enabled in your preferences. Open Preferences dialog using bar menu "Help->Preferences..." and then select category "Install/Update->Available Software Sites".
