I have the same issue. 
 
Setting @Pool(value=PoolDefaults.POOL_IMPLEMENTATION_STRICTMAX, maxSize=50,  timeout=10000) doesn't work.
 
Simply want to have more consumers working off a queue that has 1000s of messages.
 
Changing the @ActivationConfigProperty only affects individual MDBs.
