Yes, that is the correct way to set up the JVM so that you can attach a remote debugger. The Eclipse help text will tell you how to attach Eclipse as a remote debugger. In the help, see/topic/org.eclipse.jdt.doc.user/tasks/task-running_and_debugging.htm

Eclipse has many wizards, which one are you using? Note that you cannot create a Server within Eclipse that references a remote app server.
