UPDATE:  

Looks like this issue is a Drools problem after all.  The problem I am experiencing may be related to: 
 https://jira.jboss.org/browse/JBRULES-1946 https://jira.jboss.org/browse/JBRULES-1946

Will test with a later version of Drools.
