This is a bug introduced by BIRT 2.6.1 and fixed in BIRT 3.7. See  https://bugs.eclipse.org/bugs/show_bug.cgi?id=335732 https://bugs.eclipse.org/bugs/show_bug.cgi?id=335732. 
You can try to use a workaround described in  http://www.birt-exchange.org/org/forum/index.php/topic/20602-birt-261-hyperlink-not-working-for-iframe-html-report/ http://www.birt-exchange.org/org/forum/index.php/topic/20602-birt-261-hyperlink-not-working-for-iframe-html-report/ until we fix  https://issues.jboss.org/browse/JBIDE-9299 https://issues.jboss.org/browse/JBIDE-9299 or try to use BIRT 3.7 as described in  http://community.jboss.org/message/620467#620467#620467 http://community.jboss.org/message/620467#620467
