I think this is a BIRT bug described in  https://bugs.eclipse.org/bugs/show_bug.cgi?id=282961 https://bugs.eclipse.org/bugs/show_bug.cgi?id=282961. Try to set the WORKING_FOLDER_ACCESS_ONLY context parameter to false in the web.xml file.
