Drools Guvnor provides a set of collaboration tools, but not a wizard about how to create your processes. I think that this is because you can create very different things mixing process, rules and events that it gets difficult to standarize a design/modeling pattern that fits for all the use cases.
You should take a look at the docs, where most of these questions are already answered. (www.drools.org and www.jbpm.org)
