I downloaded and installed the JST SDK from here:

 http://download.eclipse.org/webtools/downloads/drops/R3.2.0/R-3.2.0-20100615235519/ http://download.eclipse.org/webtools/downloads/drops/R3.2.0/R-3.2.0-20100615235519/

That gave me the required dependency to install JBoss Tools successfully.
