Thanks Wolf-Dieter,

set to:

JAVA_OPTS="$JAVA_OPTS -Xms16m -Xmx32m"

Starts up ok with this setting. Not exactly sure what the optimal setting would be. However still not able to connect to web app:

 http://contracttool.com:9990/console http://xxx.com:9990/console
