First of all you need to create the jBPM Project that you are seeing there.. 
Once you get the project you need to go to the Project -> right click -> New -> Drools -> Flow File. 

I'm pretty sure that will be changed in future versions.. Sorry for the confusion.. I'm not an eclipse user.
