Can you please confirm through Tomcat manager that gwt-console-server is available - and try navigating to:

 http://localhost:8080/gwt-console-server http://localhost:8080/gwt-console-server : If you get a 'welcome' screen - double check that web.xml is in webapps/gwt-console-server/WEB-INF

If the console is available and stopped, attempt to start and forward through the logs.
