If you are using 5.2.0.Final you need to set 

System.setProperty("jbpm.usergroup.callback", "org.jbpm.task.service.DefaultUserGroupCallbackImpl");


otherwise you need to insert the users and groups into TaskServiceSession which you are using into process.
