AFAIK, Eclipse 3.8 doesn't really include UI, it's just the RCP underlayer. If you want an IDE, you should be using 4.2.

Grab this:  http://www.eclipse.org/downloads/packages/eclipse-ide-java-ee-developers/junosr1 http://www.eclipse.org/downloads/packages/eclipse-ide-java-ee-developers/junosr1 and you'll have everything you need to run JBoss Tools 4 or JBDS 6.
