Why won't you want AS tooling when using SOA ? How are you going to 
deploy incrementally without AS ?
Doesn't SOA applications have web apps to do too ?

On the (nightly) update site. if/when bpmn is in the build it should 
automatically downloaded when you select the bpmn converter plugin.
