For JBoss Tools it is "fine" for now since the pom is not exposed to users of jboss tools unless you are actually a subbuild of jboss tools. But optimally neither of these should be in the parent pom. These settings should be received from settings.xml.

For SwitchYard core its a challenge because of how it is actually used as a dependency from "external/normal users".
