[jbosstools-dev] Re-organization of 'runtimes' plugin

Hi All:

I've posted a jira with a plan for the re-organization of the 'runtimes' 
plugin. https://issues.jboss.org/browse/JBIDE-12447

Basically, runtimes right now sits near the top of the tree, consuming 
everything, but unable to be depended on by others. This plan would move 
runtimes down to a low-level component with no dependencies, upon which 
others can depend and extend.

Since this involves changing the build order, moving plugins, etc, it'd 
be nice if anyone interested (or who cares, or who's plugins depend on 
or are depended on by runtime, or who run the build system) review the 
plan and point out any obvious errors with it.
