[jbosstools-dev] Move to Tycho 0.18.1

Hi all,

Tycho 0.18.1 was released last week and contains a necessary fix to 
support Maven 3.1.0, without breaking compatibility with Maven 3.0.x.
See https://issues.jboss.org/browse/JBIDE-15281 for details.

In order to make it easier for everyone to build, we'd like to migrate 
to Tycho 0.18.1 and enable compatibility with Maven 3.1.0 by the end of 
the day. If you have any objection to that, please let us know.
