[jbosstools-dev] Tycho 0.17 enabled in parent pom

Over the weekend I expect everything should build and either stay blue, 
or catch on fire (unlikely).

Note too that the TP is moving to include SWTBot 2.1 instead of 2.0.5 
(as I mentioned in the other thread about the Kepler M6 TP), so if all 
your tests break, my apologies in advance.
