[jbosstools-dev] Move to Tycho 0.18.0

Hi all,

Tycho 0.18.0 was released and successfully tested for JBoss Tools/JBoss 
Developer Studio.
As it provide some necessary fixes ( 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=406960 ) and a few useful 
improvements ( nested categories, support for OSX application packaging 
), we plan to move to this new version ASAP.

So except if someone wants to veto it before tomorrow, that's probably a 
change we'll apply by the end of this day.
