[jbosstools-dev] Required bundles and version restriction

Well, that's PART of the solution, but Marketplace needs features, not
plugins. JBoss Central needs features too (not sure if we list any
plugins as well as feature.groups).
Long story short, we can't just trash features yet. But we CAN be
explicit in our manifest.mf and feature.xml files as to what supported
version ranges we allow.
