[jbosstools-dev] Use Tycho 0.18.1 on jbosstools-4.1.x branch

Since forge will need this for JBT 4.1.1.Beta1, and there's no real 
danger IMHO in moving all the JBT projects from 0.18.0 to 0.18.1, I 
would +1 this PR.

Max, why do you prefer to keep this change local to Forge only?
