[jbosstools-dev] JBT parent pom 4.2.0.CR1-SNAPSHOT updated to use Tycho 0.21

Tycho 0.21.0 has been released. Since we already did a bunch of tests 
last week and found no issues building JBT with it, I've updated the JBT 
parent pom 4.2.0.CR1-SNAPSHOT to build by default with Tycho 0.21.0.

If you encounter any problems, please don't hesitate to comment on this 
thread or open a JIRA explaining what broke.
