supposed to avoid this stuff:

     Avoid unnecessary churn (failed builds)

     Avoid adding unnecessary or incomplete dependencies

     Document why and when changes occur

In this case the *only* change that was relevant to do this close to 
Beta2 was the Tern update and even that could have waited and be handled 
in a  respin where there would be *WAY* less stress about it.

Here is to us not seeing breakage caused by TP updates on next code 
freeze :)
