[jbosstools-dev] Proposed changes to CENTRAL target platform 4.60.0.Alpha1-SNAPSHOT: update to Spring IDE 3.7.3 CI

Changes merged. Composite install is blue/yellow again. Note that since
this is a CI build of SpringIDE 3.7.3 there will be future updates when a
release version is available.
