[jbosstools-dev] Proposed change for JBTIS target platform - 4.2.1.CR2

   Greetings -
      Recently, the JBTIS target platform was modified to split along release/final and 
   non-release/early access lines so as to not expose non .Final features to the stable
   capture that appears when performing an 'uncategorized' install.  That TP repo is in
   testing now (along with the IS releases) and can be found here:

   The production target platform .target file classifiers are base and base-ea.  The
   community target platform .target file classifiers are full and full-ea.

   The released TP repositories for JBDSIS were simply a copy of the JBTIS target repos.
   This however exposes a small number of community features into the JBDSIS stream.  To
   address this issue, the IS target-platform project will now build separate JBTIS TP 
   repositories and JBDSIS TP repos (instead of copying).
