[jbosstools-dev] Runtimes for testing

I should have been more clear. Mea cupla.
Should skipPrivateRequirements=true prevent the download of ANY
requirements, be they from engineering.redhat (private) or
www.jboss.org, apache.org, etc. (public) ?
Seems to me that either the variable is misnamed (should be
skipDownloadOfRequirements) or else it should be repurposed to ONLY
prevent private downloads.
What was the purpose of this boolean? To prevent ALL downloads? Or just
to allow builds to work when not behind VPN?
