[jbosstools-dev] Dashboard filters need updating

fixed it as discussed on irc. Was missing filtering on frozen state.

The filters has no idea what 'beta' is; its all based on start dates, 
wether
it is released and if it is code frozen.

notice the pattern that are used to say the candiates are everything 
that is in 4.3.<something> but NOT in the .x version.
