[jbosstools-dev] be aware 'master' is broken until neon-builds starts

You didn't tell anyone.
And when I looked at the sources they were not on neon stream yet hence it did not make sense.
As I have tried explain before and I think mistria stated very nicely yesterday:
Red balls for a known good reason is much better than green balls for an unknown bad reason.
