[jbosstools-dev] use docker for jbosstools-website

Hey,

Its been 8 months since we started having a docker image 
(https://hub.docker.com/r/jbosstools/jbosstools-website/) for doing 
local builds of tools.jboss.org and it seem to be working well.

I've moved the docs for using docker up front and center at 
https://github.com/jbosstools/jbosstools-website and thus if you before 
been fighting using the native setup - you shouldn't need to mess with 
that unless you really want to.

Also a friendly reminder that new content very welcome for Blog, new and 
noteworthy and the features pages :)
