[jbosstools-dev] Discovery component renamed in JIRA to "central-update"

For some reason, it was recently decided that the "discovery"
component in JBIDE should be renamed to "central-update".

Today, I fixed the description & did the same change in the JBDS
project so we're at least consistent with this change.
