[jbosstools-dev] New Target Plaform 4.60.1.Final is released!

The 4.60.1.Final-SNAPSHOT has been released as 4.60.1.Final.

Content is the same as in the 4.60.1.Final-SNAPSHOT, which was updated
today to pull in a newer version of Docker/Vagrant Tooling from their
contribution to Neon.1.RC2 [1]. This is a simple no-brainer change
that updates from Neon.1.RC1 to RC2, updating ONLY Docker/Vagrant
Tools.

I'll be updating the parent pom TOMORROW to use this snapshotless
version, in concert with the root pom updates to use parent pom
4.4.1.Final-SNAPSHOT (instead of Alpha1) and the creation of the
4.4.1.x branches.
