[jbosstools-dev] FYI :: Eclipse 4.7 Plan, Oxygen.M4 available, Target Platform plan for jbosstools 4.5 / devstudio 11

In addition to Oxygen.0.M4 being available (see below), the Eclipse
4.7.0 platform project has an updated project plan available:

Notable changes:
- Updated JRE versions
- Removed Ubuntu 14.04
- Updated the Execution Environment by Bundle appendix
- Sub-project plans have the new Java 9 date

I'll be creating a target platform for jbosstools 4.5 / devstudio 11
in January or earlier. If you need it sooner, please vote / comment on
