[jbosstools-dev] Eclipse Neon.0.RC4b respin today

It turned out that Eclipse is going to include the fixed Docker tools in
their Neon RC4 respin-b.
After discussion with Nick and Len we decided to include to update our
TP as well.
So, devstudio 10.0.0.GA respin-b we are building for that branding stuff
will include the updated Neon RC4-b (the only difference for us is the
updated Docker Tools with that memory leak fix).
