[jbosstools-dev] Proposed changes to target platform 4.60.Alpha1-SNAPSHOT: move to Neon.0.M7 plus 8 other changes

I've put some comments on the PR.
Basically, I'd rather get the 2 removals (Birt and e4.ui) done 
separately as they are more likely to break things.
