[jbosstools-dev] Proposed 4.71.0.AM2-SNAPSHOT target platform change(s): Oxygen.1.RC3, Red Deer 2.0, Docker Tools 3.1.1, m2e.tycho 0.9.0, m2e 1.8.1, Launchbar 2.1.2 and refactoring to remove jbdevstudio target platform, now that it's identical to the jbosstools one

Coming soon (hopefully today, if Jenkins cooperates):

* A new target platform 4.70.3.AM2-SNAPSHOT, which is Oxygen.0 + Red Deer
2.0.0.Beta (and an update to Docker Tools 3.1.1, too).

This should allow us to get the builds working again so that they BUILD
against Oxygen.0 (min TP) and RUN TESTS with Oxygen.1 (max TP).

Once it's built I'll update the parent pom and jobs to use this new minimum
TP.
