VPE has some classes for watching tld declaration on pages.
Our content assistants use it to listen to any changes on these declarations.
In Exadel Studio we used to have a few different places with similary code for it:
Content assistants used one code but VPE used another.
We refactored it and left only VPE's code.
But we should have move that code in common place to use it for CA, VPE, ...
So it seems it's time to fix this bug and move code to proper place.
