We need to mark Rich Faces as a "Technology Preview" in RHDS.  i.e. We are including it to show how cool Rich Faces is.  But, we can't support it yet since EAP doesn't include Rich Faces.  Given that, let's include as recent a version of Rich Faces as we can that works with RHDS.

I think it's important to show off the Visual Editing capabilities of Rich Faces in RHDS.  So, if we can't get that working with Rich Faces 3.1, then let's include 3.0 instead.
