strange.. looks like you have a fileset with no inclusion or exclusion patterns... that should definately not happen (I'm guessing I need to include better validation in the fileset wizard). BTW if you use the top level menu (i.e File, Edit) "Project" you'll see a Build Packages there, and it's also in the toolbar of the Project Packages view (but it's just an icon w/ a tooltip). i'll try to replicate again..
